Whenever you evaluate someone’s argument, you must follow a few criteria before you agree or disagree with the writer. In addition, you may agree with some claims the writer makes and disagree with others. The problem is that sometimes, readers will say that because they disagree with one claim a person makes, the entire argument is bogus. That’s unfair because there’s usually something we can agree on, and as far as solving our problems is concerned, we’ve to start with those issues that we agree on before we can move on to more complex disagreements that divide us.I’ve provided below the organization of your paper, so please try to follow it.
 
Organization of Paper
 
1) Introduction and thesis: In the introduction, you should tell the reader why is the issue you are writing about an important one. Why should we care about the problem that the writer is analyzing? The goal should be to convince the reader that the issue is worth thinking about seriously.
At the end of the introduction, you should provide your position regarding the writers’ position. Here’s an example:
Though income inequality has been on the rise since the 80s, there is considerable debate about the causes and consequences. X argues that………I agree with X that the government needs to legislate policies to mitigate the effects of rising inequality, but I disagree with both his analysis of the causes and his solutions. I would argue that a better way to ameliorate the effects of rising income inequality is to do A or B.
Avoid using cliched language such as good and bad and important. Be specific about what you agree with and what you disagree with.
 
2) Next, you should summarize the writer’s position in a few paragraphs. Tell the reader, in your own words, what the larger argument is.
The writers’ main point is that A is caused by B. And summarize the logic of his argument.
3) Next, you should evaluate THREE major claims that the writers make in support of their position. In order to evaluate, you should first tell us what the claims are and then argue for or against the claims.  Use your understanding of the Toulmin Model to evaluate the claims.  
Here’s an example of what you have to do for this section (for a different topic):
Dr. X argued that colleges should not be free because doing so will make it easier for students to drop the class because they will convince themselves that they could always register for free again.  But Dr X. is incorrectly assuming that free college will not come with checks and balances.  To assume that someone will put in the time and effort and then drop out is certainly unlikley, and I would argue that a major reason why students drop out is precisely that they need to work to make money. Free college will remove that stressor. 
You do not have to do any research to evaluate the claims, but argue whether you agree or disagree. 
Organize your evaluation of claims into different paragraphs like the following:

And so on.
 
4) Opposing Viewpoint: Ask yourself whether the writer engages with the opposing viewpoint.  If the opposing viewpoint is not presented, tell us what it could be and whether you agree with it. 
5) In the last part of your essay, you should argue how the argument can be improved: what evidence or claims would make the argument stronger. Try to tell the reader what you think would fix the problem of male privilege. Provide constructive criticism.
You’re free to write as many paragraphs as you want but please make sure to edit your paper thoroughly for grammar and syntax errors.

In spite of all the struggles to this point your department has kept up-to-date, and well-trained. In a recent newspaper interview of the Town Manager you see that the town board is arranging to meet with a major developer who was going to build a multiuse vacation/resort community in an area of the town located at a distance from any fire station. You also found out that the police department was consulted and part of the meetings. However, neither fire, nor EMS was even told that there was a meeting with the developers. It is apparent to you that the town board does not understand the need for a fire department to be well prepared and fully able to respond quickly when the citizens call. In fact, it appears that the town board judges the fire department on the number of fires they respond to but not the type of fires they respond to. They dont even consider the fact that the heaviest burden is EMS and rescue, compounded by the fact that in interstate highway passes through the middle of the town. You have talked yourself blue in the face at meeting after public meeting and everybody is probably tired of hearing the reasons why the fire department should not be cut in their appropriations and that the department should have equal standing in consideration with the police department in planning meetings.
 
In addition, you tried last year to get through a residential fire sprinkler requirement and the Homebuilders Association lobbied and defeated that initiative. At the present time your fire apparatus and the two stations are sited so that the department can respond within the state response guidelines. After looking at the development plans that were in the paper you realize that there is no way that this massive development with high-rise structures can be serviced by the present department and personnel. You look at the fire department as an auxiliary to the fire insurance that any building carries, however the town board apparently views the fire department as the town annoyance constantly looking for handouts when there are more important things to do with the towns budget. How would you handle this situation and get people to understand the danger that the community will be put in by this massive development without additional investment in the fire service.
